Snagged about a 20 minute recording of this station speaking what sounds like Japanese words or numbers.  Any help would be appreciated.

Possibly Japanese but if so, sounds to me like from a non-native speaker. The intonation sounds like a North American English speaker's to me.
Might also be a native (North) American language.

Best SNR in the recording is around 12:40-13:30 and again around 17:40.

OK, that is a very interesting catch. Questions: Did you tune this via a web SDR or with your own radio? (I'm asking because I want to try to catch this one myself). And what mode did you use (USB, LSB, AM)?

Same frequency and mode - 6990 kHz LSB 6.990 MHz LSB - as the Native American chanters or chanting station heard in the US.  This frequency seems to be a favorite for all kinds of users....see the threads in the peskies forum related to it as well:

I checked my SDR recordings, and I had this station, the same guy we've heard a few times chanting. Weaker signal than usual.

I heard him say arigato as well as several common Japanese words and numbers when I bothered to monitor, however others seem to feel he's amerindian and there's merit to this as some of the words he used were not Japanese. I kinda get the idea he's just some guy reading a list of random words in foreign langs.

Here is a very clear recording of what appears to be the same transmission on the same frequency, recorded January 5, 2019 at 2205 UTC.

From the YouTube description: "Heard in Michigan. Due to the signal strength and time of day here, I think it's safe to assume this is coming out of North America."

Closer to peskies than pirates, but certainly blurring the line...regardless of if its Native Americans chanting to each other in rural areas or somebody messing with SWLs  ;D

This is most likely the infamous "Indonesian Chanters" that appear frequently on 7000 khz, 6995 khz, 6990 khz, 6985 khz, etc. LSB.  I hear them often e.g. four days out of seven on several frequencies most mornings here (100 miles from the Pacific Ocean) from 1500 utc. until they fade out by ca. 1700 utc.  Seems to be some sorta Village Radio-type thing.   Usually, such loggings end up on the "Peskies" board, that is where I (and others) have been occasionally posting them.  Sometimes they engage in routine-sounding QSOs (not so eerie) but when they repeat a phrase / chant in "call-and-response" mode, it sounds rather quite eerie!

Thanks for supplying the approximate times and frequencies. I've been trying to catch one of these transmissions for a few weeks now, with no luck (as of yet, anyway. But I am a persistent rascal).

In fact, just now at 1512 utc on 11 March 2019, I am hearing them on 7000 khz LSB fairly well with intermittent group traffic, and on 6991 khz LSB, making "testing" monosyllabic noises.  The "group" though is on 7000 khz., with repetitive phrases and etc.  Based on the accents  of the stations speaking, Indonesia is the likely QTH.  There is a strong station "leading" the others at ca. S = 3 and numerous "replying" stas. at S = 2 or so, along with at least one voice recorder being used for playback.  The din when they "reply" in unison is pretty darned cool!
