Hey guys I hardly ever post in this section and I saw the post about "new radar stations" on HF...

Well 18:30z I just caught 14318 KHz carrier...(SSB sounds a continuous tone). Signal meter was reading close to +20...I can't figure out how to upload pics here. So I Googled it:

First 2 results; are they relevant? The second one said this was heard in Oct 2004.

Do ya know what this is? I hear FAINT voices but idk if it's another signal QRM.. (← interference?)
