Apparently their PC is set to local time instead of UTC. Currently copying at 1517z.

I almost checked myself at that time, then I thought ‘No, everyone uses UTC.’   Of course these are the guys that broadcast a R. Havana ID segment yesterday prior to their usual traffic.

On 11530 at 1557 utc with familiar numbers.

After I thought about it more, I'm wondering if this is set up by an actual engineer who forgot that it's supposed to be on UTC. It's known that they're using an old PC (the Windows noises sometimes heard are those associated with XP if I'm not mistaken) and that it's likely not connected to the internet (which could explain the time drift that makes it start earlier and earlier, since one that's connected would probably get updates from time servers). Probably they forgot that DST means UTC times are an hour later relative to local time.

As of 1550 it's transmitting on 11530 and the broadcast began at 1557.

They fixed it just now. It was on 11635 and broadcasting at 1657, but at 1658 it QSY'd back to 11530 which is where it's supposed to be.

Monday March 11, 1500 UTC, and a strong carrier is up on 11435.

EDIT: carrier stayed up for the full hour but there was no broadcast in the 1500 hour. It started at 1557 but it always starts a few minutes ahead of the hour like that.

Yes they seem to be back to normal now (at least whatever "normal" is for HM01....)
