2041 UTC- SIO 444 in WNY, with slight fade, no problem copying CW.

Is KFS running 24hrs?  I presume so, but not hearing this way, then again propagation above 8MHz has been lousy for weeks this way, best I am hearing on 12MHz is Korean Telecom markers up to 519 at best.

The only schedule I could find for 12695 was at.... http://www.radiomarine.org

KPH, KFS and K6KPH are on the air each Saturday transmitting from the 1914 Marconi site in Bolinas, CA and receiving at the 1930 RCA site at Point Reyes, CA.
 Hours - KPH and KFS press service begins at 1000 Pacific time.  K6KPH begins operations at 1200 Pacific time.  All stations continue on the air until about 1700 Pacific time.

Apparently KFS is licensed for over 200 different frequencies across the MF and HF marine bands (400/500 kHz, 2 MHz/3 MHz up through 26 MHz), including several 400 kHz band frequencies and 500 kHz.  They're licensed for 30 kW power on 12695.5 kHz (160HA1A and 300HF1B emission).
