3908 is used by a number of NL pirate and few like Elvis Radio does play a diverse blend of music from polkas to waltz to rock and roll and at this time and you being on the East Coast. You could possibly hear a NL pirate. I heard the low power Germany station HCJB Germany on 3995 kHz in the past. So it could be a Euro pirate.
