I think I heard the same here in the UK [SINPO 23242] ...
2122 OM talking in Chinese / Mandarin
2123 unid music ... female vocals, again in Chinese / Mandarin

The latest EIBI download I have lists "Sound of Hope" on 6370.1 in Mandarin to the Far East from Taiwan but I didn't hear an Id to confirm that.

Sound of Hope has this frequency, which means most likely that everyone was copying the China National Radio 1 jamming broadcast, which is transmitted at much higher power. Hard to be certain, but Sound of Hope doesn't play music as far as I know.
