He does announce several times that he was with Radio Without Borders Int., former Russian pirate station.

Unfortunately, just traces here so far.

Thanks for the heads up. Turns out it was part of an NRS broadcast, which is now playing The Crystal Ship. Sounds like their transmitter might have a slight drift.
