I have no idea.
It was stated in the Federal Register they were to be decommissioned in FY2019, which is now deeply embedded in the history books and that there would be 60 day notice in the Local Notice to Mariners before turning them off. There was no notice, no notice of change in plans, and we're well into FY2020.
The current LNM for District 14 (42/19, issued October 16, 2019), only has this:

I checked the LNM 42/19 for all of the districts and there are no new DGPS notices. The only notices across all of them were the above for HI and that Mequon's tower is broken and won't be fixed.
I haven't been picking up Upolu Point recently. I checked a Kiwi SDR in Hawaii on a different island than Upolu Point and there was absolutely no sign of it (18 Oct 2019 UTC 2230). I think it should've been close enough to show up on the waterfall.
