male voice saying "1314 HF Check" over and over without a response. sounded like jet engine noise in the background so i'm thinking this was a plane, possibly military. does anyone know who uses this frequency?

A number of years back 13.251MHz was used by US Antarctic Communications as a comms channel for aircraft in/out of Antarctic bases, also I think the Russians used same for their bases in the frozen south, cannot remember details as it was quite a few years back.

Most USAF comms on hf are on whole integers, a station that is off freq is sometimes ignored by the other net stations until they net frequency, some stations will tell the off freq station they are off freq but will not tune to their off freq to do so. Who knows what this one is, especially if they kept it up for some time.
