Bermuda was nothing but a big military base from WWI to the fall of the Soviet Union. Now that the people of the island have control of it again, they don't want what's left of the reef system destroyed by gargantuan cruise ships and oil tankers. Divers and tourist bring the money in, they can afford to fly.
