Sounds like an older Stretchyman transmitter. Decent carrier with just a little audio making it through

Possibly Lupo Radio. Used to see their carrier on 6970 a lot but never any audio.

I checked the SDR recording and had a very weak carrier. If I had to guess, perhaps the Chinese jammer against Sound of Hope?
