It's Skippy, it seems.  BW8 SSTV at 03:14 with Skippy ID.   American Medical Association PSA parody at 03:15.  Continues fair/good into Victoria, BC   Thanks for the fun!   73, Walt

03:19:40:  BW8 SSTV signal with skull and cross bones over Pirate Radio.  Then (again and again) Days of Hard Life!

0303 UTC: YHWH theme "Days of Hard Life" or whatever it's called.
0305 UTC: "Vertigo" by John 5.
0308 UTC: Heavy metal-sounding guitar jamming.
0311 UTC: "Feisty Cadavers" by John 5, Shazam tells me. (Some stations prove to the hilt that you can hear ANYTHING on a pirate station.)
0313 UTC: Quick SSTV transmission - sounds like it got cut off.
0314 UTC: Sound clips about beer and alcohol, more jamming music, etc.

307- Much faster, death metal (?) style music with fast electric guitar.
310- Electric guitar jamming with male recorded vocals over it.
311- Pop instrumentals into more death metal sounding style, hard driving guitar music in minor chords. Feisty Cadavers by John 5.
[312- signal getting stronger and clearer]
313- SSTV, then prior tune continues.
314- Old radio clip: "You can get drunk on beer? You certainly can. But drinking makes you feel good." Then music. Then old radio clip from American Medical Association that ? is not a cure for any disease, with music resuming again.
316- Old radio clip: Handsome and intelligent answered call in crisis center. He was attending law school.
317- Music, women chanting to piano with sitar sounding style in minor chords.
318- Way Cool Jr. by Ratt (go 80s!).
