That's not what the UK government believes. Ofcom, the ether estate agent of the UK, makes profit by selling worthless small chunks of the airwaves at above inflation prices to non-commercial stations, and makes millions on licensing to commercial broadcasters.
Going after non-licensed broadcasters often has really got nothing to do with interference of emergency services, that's just for public consumption; it's to make money.... and order or demand people around... because they can! Power for power sake, so to speak.
Now, can I interest you in a rip-ofcom community AM broadcast license in the UK of 1 watt for £1,700 for 5 weeks? I'm sure it will be profitable... but not for you.
