At a guess it is station LOL, Buenos Aires, Argentina.

I agree Token. There was another possibility, but that station's language was portuguese, not spanish. Thanks for your reply.

I'm hearing PPE Observatorio Nacional under the time pips for WWV at 0422z on 11/26/2020. Not hearing any voice announcements other than the ID by PPE Observatorio Nacional.
