Almost sounds like an SSTV signal, but its not. Its been here for a number of minutes 014Z 6/23/12

I've heard that station in the past as well, and did notice it on the SDR recording after you mentioned it.

No idea offhand who it is.

Sounds like someone hooked up one of those wire tracer Tone gens up to a input on the TX.
