Another pirate find using Carrier Sleuth and sdrRewind.  Looks like the actual carrier frequency is 1619.97 kHz.

2112 French OM heard shortly after sign on, then lost into the 1620 muck (starting with the Quakertown PA TIS which even though 100 miles away is a pest here).
2147 French OM back again. It does sound like it might be a Haitian accent?
