Found someone on to of the FT8 signals playing Nirvana "Smells like teen spirit"
then I believe ID every 30 sec with "Waterfall?"
Very strange catch...

That would probably qualify as a "ham behaving badly" rather than a pirate, especially given the antipathy toward FT8 expressed by some hams. Anyway, interesting catch and a little different from some of the other illegal things some hams do.

Most likely is someone has their soundcard incorrectly selected in the JT software.   What's supposed to play over their speakers gets transmitted on the air instead.   Happens quite often, and sometimes pretty funny.
Default RX location is Wisconsin using various wire antennas. Other RX will be noted.

Agreed on more than likely misconfigured sound card. I hear many people running JTAlert of GridTracker being accidentally broadcast over the air.
 
It's not nearly as bad as the ham that falls asleep in front of his microphone with his VOX on. The soothing sound of snoring.
