5280 kHz USB Voice Inversion?

I'm hearing some lengthy conversations on 5280 kHz sounding like voice inversion USB.  Perhaps it is inversion on LSB.  Does anyone know what this is?  Tnx.  Sky, Arizona.

Off the air now.  Sounded like voice inversion scrambler on LSB.
