2127 UTC Ladies and Gentlemen, the President of the United States...(mention of 1940?)...to make our nation strong in defense
2130 UTC Possibly talking about the WW2 draft lottery

Weak signal with a FDR speech. With noise and slight fading showing S7 peaks.
