As of 1847, male in ongonig Russian with many mentions of "Propaganda" etc
with music between.
This signal is so strong, must be a relay / recordings by some Europirate site.
IDs as "Radio Pirata" -- signal still huge as of 1940 UTC via German SDR sites.
