This beacon is totally new to me.  Copied it on frequency 13563.72 Khz  on the icom 756 the time was 2111 utc.

This beacon is a Black Cat System beacon running off solar power into a dipole antenna up 15 ft and the location is Yuma, AZ
The operator John reported it up on the Longwave Club of America web site.
What is interesting is the beacon was installed yesterday. I might have been the first listener to report it.
