Sounds like a mix of RTTY and phone.
Phone centered on 11690...? I guess it belongs in SWBC but it just seemed weird.

I've caught US/NATO mil fsk sigs in the hfbc band on occasion, with broadcasters firing up on an ongoing fsk sig and vice versa.
