Not sure what I'm hearing but it almost sounds like an old time weather fax on 9.108.5. Is that what it is?

US Coast Guard station NMF in Boston transmits WEFAX on 9110 KHz. That's probably what you heard.

9108.1 kHz if you are tuning in USB mode. FAX transmissions are 1.9 kHz lower from the centre frequency.
