Even with relatively low power from NL, using a 3 element yagi antenna at 15 Mhz pointing to Russia, P4P would get through during the daytime.  Concentrate all your rf energy in one direction (east) and use higher frequencies to avoid D layer absorption during daylight hours.  Simples.
