Not sure which side. Russian or Ukrainian language.
Understood "Goodbye Ukraine" and something about "Soldiers, brothers and freedom".
Repeated in a loop for half an hour.
"Ticking clock" as used to taunt Nazi soldiers during battle of Stalingrad.

- this is the voice of the operator Rurik Rdio from Ukraine, who speaks Russian so that they can understand him, drowns out the RU channels of military communication.
He informs the Russian soldiers about their heavy losses and calls for desertion. "... you won't come home, your mother won't find the body to bury, think about what you're fighting for."
