Strong signa, sounds like a dog barking over music in the background.

Seems to be a digital mode starting at 0004z.

0013 UTC: Seems off. I went through some of the modes in fldigi but was unable to find which mode it was.

I have it with a very poor signal.  Without the original post, I would have missed it.  Mostly noise with some audio.

Stopped again at ~ 0013 UTC.

This doesn't look like SSB to me. Looks (looked, past tense) like AM with carrier at 6950.56 and the same information on both the lower and upper sidebands.
