Maryland FM Broadcast Band Question

Why does 100.7 The Bay show up on 100.1 as well? Is that intentional? Or just a spur? I don't know enough technically to know what's what.

W261CD 100.1MHz is a low-power relay of WZBA 100.7MHz. ;)
