The 11 meter band is used by both CB radio, as well as freeband unlicensed hobbyists, Church radio broadcasts in Ireland and elsewhere in Europe, the military, data links, buoys, fishnet tracking systems, pagers and other non-voice purposes.

11 meters is often defined as 25-28 MHz / 25000-28000 kHz or 26-28 MHz / 26000-28000 kHz. It may also refer to the basically never-used 11 meter shortwave broadcast band 25670 kHz to 26100 kHz or 25.67 MHz to 26.1 MHz. The original 11 meter amateur radio allocation was 26.96 MHz to 27.23 MHz and it was from this that the original Class D CB service was born.

Legal Users of 25-30 MHz Spectrum

Aside from legal CB allocations and freebanding (or outbanding), there are several legal licensed services allocated to this interesting chunk of spectrum. This includes paging services, government, military, HF marine and FM land mobile. In the United States, the following bands are allocated for licensed use in the United States:

11 meter is often used by freebanders or CB operators using the "freeband" frequencies from between 25 MHz or 26 MHz and CB channel 1 (26.965 MHz) and CB channel 40 (27.405 MHz) and the bottom edge of the 10 meter amateur band (28.000 MHz). Common freeband frequencies include:

Business commercial taxi cab dispatch truckers hunters using 11 meter frequencies

Received in various locations, these are commercial or business users of the 11 meter frequencies such as taxi cab companies, trucking companies, logging companies, car services, etc. Taxi cab dispatchers, truckers, boats and other mobile business users are heavy users of CB and the 11 meter band worldwide, but especially in Latin America, Russia and Eastern Europe, where economic conditions make installing a "real" land mobile system unrealistic. Note that most export radios sold today offer frequency coverage from 25.615 MHz to 30.105 MHz, 25.165 MHz to 28.755 MHz, 25.615 MHz to 28.305 MHz, 26.000 to 32.000 MHz or 26.515 MHz to 27.855 MHz. Radio sold in Europe often include the capability to switch from the zeros to the fives, in other words, -5 kHz switch, to gain an in-between channel (i.e. go from 27.455 MHz to 27.450 MHz). The original intention behind this is to allow users to access the original Polish/Russian/Eastern European channel plan.
