SDR recording catch. 2319 sign on with a strong (S9+) signal that unfortunately was also very noisy, with a lot of static.

When you say noise what type atmospheric? Locally generated? Or from a faulty transmitter?
Just curious, thanks!

Atmospheric noise, static. The modulation level was low, so even though the overall signal strength was high, most of that energy seemed to be in the carrier, not the audio.
