SIO 444  FM MODE - might be a EURO pirate but since no ID yet.
1933 - Fankie Vallie & 4 Seasons - The Night
1935 - Gabriella Cilmi - On A Magic Carpet Ride
1938 - faded down
1942 - Gloria Jones - Tainted Love
1944 - Who's Kissing You Tonight - Herman Lewis
1946 - Wille Tee - Walkin Up A One Way Street

Likely Euro as Chris suggests

1937 Fair copy here.

Not sure if a pirate or CBer / bootlegger. There's a fair amount of skip coming in from the UK now on their CB band, which also uses FM. Their channel 40 is 27991.25 kHz in fact.
