Thanks Brian And Alex - A great catch of this song. It is a deeply nationalistic Russian song "Flag moego gosudarstwa" by Denis Majdanov. Such a song would definitely not be broadcast by a Ukrainian station. It think they not to provide an ID with a TX location, because the Russians have never done this before, only providing, for example, Radio Rossii or Radio Moskwa.
  So it is not Radio Evropa (UA). There, the owner rarely says the ID and does it live into the microphone, with a noticeable lack of familiarity with such communication and always raises pro-Ukrainian slogans.          I have not come across their work for a long time.
This does not surprise me, because Ukraine have a serious problem with electricity supply, and most of the men are in the army.
