There doesn't seem to be any modulation, just a huge number of discrete carriers.  Before it popped up here, it was up somewhere around 14.800.

EDIT: It just moved up to 14.511.  Whatever it is, it seems to be avoiding the ham bands and the broadcast bands.

This might be an HFT transmission, they have one that looks something like that.  Or it might be a radar, the PLUTO radar was in that frequency range about that time on that date.  The waterfall image is not detailed or clear enough to be sure of which, but I suspect HFT.  An audio recording would clear that up.
