4XZ is not a Numbers Station but - as utility station - Israeli Navy.

I heard this as well.

At the time I was listening (perhaps around 0000 - 0100 UTC 15 Feb), it seemed to be somewhat less sloppy than this a couple weeks prior: https://www.hfunderground.com/board/index.php/topic,140232.0.html

In any case, I think that we have established that someone "sets up shop" on ~6990 KHz around that time (perhaps weekly, perhaps daily, perhaps only occasionally) and pretends to be 4XZ.
I don't STRETCH the truth.

"VVV DE 4XUE 4XZ DT NA VV DE HIZ 4XZ" waek but mostly readable. fldigi is having a bit of trouble with the decoding.

Loud and clear on the Weston-Super-Mare SDR in the west of England at 2250 UTC on 16 Feb. Sending seems manual again and is sloppy. Variable dot-to-dash ratio to some extent and occasional brief changes in speed. Also, they will hang on to a long dash at the end of a character from time to time. I spent 10 minutes trying to get the CW decoder in the kiwi to copy at least some of it, playing with the frequency and threshold controls, but no joy.

Sending what they surely wanted/attempted to be: "VVV DE 4XZ BK" repeatedly but suddenly at 2304, they transitioned to sending 3-4 character groups, as far as I can tell, and dispensed with the "VVV DE..." stuff.
