Easy, Paul.  It's Mix Radio International.  They've been all over the place for the last week or so.  Very strong into Masset at 03:44 tune-in.  Frequency is 12100 USB even, and not 12103, although they might have dropped in frequency earlier.

no matter what i did with two different radios, it was hard to narrow down what frequency they were on

0423 MRI is S6 here on 12100. I cannot use my very wide filter that I typically use with MRI due to a nearby station.
