I seem to remember that it was NPR that help to kill the Low Powered FM 10 Watt, Class 'D' stations in 1977. And, it took America almost 25 years to get back a water-down LPFM service again. So, does 'Empty-PaR' get any sympathy from me for having the feds slash their funding? Um, hell no!!! If, that service is indeed that needed, then the locals, in the coverage areas, can fund those themselves. I can't get any government funded grants, so why the hell should they? Just sayin'...
