Man talks about a treaty, volcanoes, earthquakes, floods, ELF, and other related things.

Nice strong signal with a narrow frequency response.

SDR recording catch. This was definitely LSB. Good signal here, S8. Big drop in signal at 0244z, still there but weak until 0250z. Possibly still on after that, but very difficult to tell.
