I think there is a DRM broadcast (no audio) at 7285 right now. I'm pretty sure DRM is not legal in the ham bands, being 10 KHz wide. Sorry if I got the wrong forum for this.

P.S. Off the air at 0327. Never heard any audio, wasn't decoding consistently.

Might have been TDF DRM from France, which is scheduled 0300-0400 UTC on 7285 kHz, but on-air irregular.
As the 7200-7300 range is a ham-nand only in America, and a rradio broadcasting band in the rest of the world, broadcasting in  DRM is legal in those parts of the world on 7285.
