Unidentified USB voice traffic on 3658 kHz, 80m band, heard from NZ

Heard a voice transmission on 3658 kHz USB at 2:40 AM NZT, October 31. Received from New Zealand using a 45 m long wire antenna.
Wondering if anyone else has heard this or knows what it might be.
