yes ray, usually propagation to there only starts coming 4-5pm or at the sunset, assuming(because the carrier is at 5835.20) this is radio europa which is from ukraine.

1730 short QRM from UT on 5832, but after that, the signal decreased

It can be heard in ukraine and usually near, in poland for example, whenever they are transmitting. at the sunset in ukraine it will start propagating to the rest of europe as the rest of the continent approaches the sunset as well
