As an anomaly it is interesting, and it may indeed contain information.  However, it would probably not be a "spy" numbers station.  Note that until this story broke most of the vids had fewer than 10 views in many months.  With so few views that would make a pretty small group of suspects for any counter intel investigators to sift through.

I lean towards the "treasure hunt" or experiment explanations.
