The voice procedure here reminds me of military (almost).  However, the audio is very poor, like somebody took the EQ and dropped all the lower frequency side of things down while cranking up the highs.  Heavily accented English language, could be fishermen or trawlers....received this via the G8JNJ SDR receiver located in the South West UK on November 6th, 2026.
