New TIS 1710?

For the last few nights I have been hearing a relay of NOAA weather radio on 1710 kHz. I am not sure if this is a new or repurposed TIS station, but it's another source of interference when trying to listen to pirates on 1710. The weather is for the New York City area, so probably a relay of that NOAA weather station.

I'm hearing NOAA weather too now at 0305 UTC, but it's very faint when it fades in.  I can tell it's NOAA weather but haven't caught the geographic region yet.  Unsure if this is new or not.

I'm also hearing something on 1710 giving sporadic tones +/- 2.8 kHz visible on the SDR's waterfall.

I have a feeling it is the NJ TIS. I've heard that station go into NOAA loops, over and over. You can check it against the Perseus server in NJ
