This carrier has been reported by several listeners in the HFUnderground Ryver Chat over the past 2 months. I do not believe anyone has ever heard anything being broadcasted, just a carrier.

^This.  It's likely a channel marker / channel holder of some kind.  Since it lies within the ISM band 6765-6795 kHz, it could be anything. 
U.S. East Coast, various HF/VHF/UHF radios/transceivers/scanners/receivers - land mobile system operator - focus on VHF/UHF and 11m
