Thanks it does sound like FDR now that you all have mentioned it.
Sounds like a compilation of many different speeches played as one.

I tuned in at 2102 when it was 35443, but at 2104 there was a deep fade and now (2108) the BC us unusable.

Very weak here, just barely above the noise level.
Does sound like FDR though.
A State of the Union speech I think. He's talked about Federal assistance to farmers.
2230 Still FDR, but the audio sounds like it's a different speech.
