the time pips on 6400 at 1702 are the of same  type as in your audio clip,
then the station is speaking (in supposed Korean language ?), but maybe talking about Cuba ?

Listened to the station briefly again it was in either Spain or French and is still broadcasting more popular instrumentals and classical music.

Interesting, I have privileged propagation from Asia, but today nothing is playing at 6400.
6250 today is playing legibly
