I thought these stations were supposed to be silent keys by now?

Thought so, but perhaps there are various definitions of "end of fiscal year 2019" of such nuance that we can't possibly comprehend them.

Or they forgot to turn them off.

Also if you notice in the DGPS Outage Advisory, they've kept the stations that they decommissioned a year ago, but not a peep of any of the ones that left the air this year.
