Had to use the (Byelo) Russian site, and translation to go through the steps.  It worked, but cards require that you confirm no fraud before the purchase will go through.  Received my email confirmation pretty quick and tracking info.

Interesting, but lacks coverage outside 3.5 to 30 MHz
Most times & frequencies posted are only an approximation.
Wishing the 1980's PopComm was still around.
