This is a reach but according to the "SHORTWAVE SCHEDULES" Android app (which  I have found to be as reliable as anything else" this frequency/time match up to:

VRC MARINE RESCUE RADIO (HONG KONG) TARGETING THE FAR EAST.

It also states its 24 hour broadcast so maybe they switch to Asian dialects sometime during the day. Other frequencies are 4125 8291 12290 and 16420

Just a possibility.
