This was my first pirate I ever heard as a kid around 1974... Been many, many years but it used to pop up within the SWBC bands, typically 31M... It was rumored to have been recorded by some of the hams who operated on 3885...

General Radio Discussion / FCC: Remarks on the Growth of Pirate Radio

Mainly FM here but I don't think the FCC is in any way part of the solution, rather, it's the root of the problems.

These problems were set in motion in ~1986, when the FCC stopped requiring stations have full time engineering. That's the same time the merger-mania started. I was working at an FM station [now WRAT-FM] & was promptly moved over to part time, then contract/on call/per call. Granted that Broadcasting is in no way the same as it once was, but since that time, the internet [which the FCC illegally grabbed & reclassified] offers streaming & other media CHOICES which is eating the NAB's lunch & in some cases dinner too. AMBC is dying off because of the high operating CAPEX vs. low audience revenue... Now the FCC is proposing "repacking" other broadcasters, since DTV hasn't recouped the BILLION$ it cost to obey the mandate...

Personally I enjoy the fact that most of the pirates, to their great credit, are very technical & wish not only to be proud of their content but also of their signal/audio quality. However, that's not what will get you a license anymore! Now that their budget has been deeply cut in 2015, the big government FCC is trying to crimp off Free Radio, by raiding/seizing & prosecuting not only the pirates but also the landlords...
Sad gasp & grasp IMHO:

“Congress could make it illegal to aid or abet pirate radio operations. Denying them the opportunity to operate in this way would be a significant means of thwarting the continued growth of pirate radio.”
