I hesitated whether this is a pirate, The frequency is for amateur radio use allocation, but not worldwide. Pirates use of amateur radio frequencies is rampant on 80 and 40m ham radio.

Almost(?) never mentioned in QST or other ARRL publications that 3850 to 4000 is not a ham band outside of the Americas.
And I'm bored by the dozens of articles about how to cover the whole 3500-4000 band with a single antenna !
